Jesse Regala Paran is the chief assistant director and chief operating officer for Marin County Health and Human Services (HHS). She brings 13 years of leadership experience in managing large projects and teams that support community well-being.
Before joining Marin HHS in 2017, Jesse worked for Sonoma and San Bernardino counties. She led public benefits and self-sufficiency programs that helped people meet basic needs. Jesse is passionate about connecting people, systems, and processes to improve services.
At Marin HHS, Jesse has led key efforts, including:
- expanding CalFresh to include older adults
- transitioning to the statewide CalSAWS system
- supporting staff and services through a shift to hybrid work during the COVID pandemic
Jesse holds a master’s degree in public administration from California State University San Bernardino and a bachelor’s degree in communication research from the University of the Philippines. She is a Credentialed County Senior Executive through the California State Association of Counties and a graduate of the Stanford Local Governance Summer Institute.
Jesse lives in Sonoma County with her husband and their dog. On weekends, she enjoys hiking and volunteering to maintain local trails. She serves on the board of the Redwood Trails Alliance, where she works to make outdoor spaces more accessible and inclusive for everyone.
