1. Call to Order: Roberta Anthes called the meeting to order at 6:06 pm.
2. Roll Call: Loretta Rogers called the roll.
3. Approval of the Agenda - VOTE: Roberta Anthes asked members to review andapprove the agenda. The motion to approve the agenda was made, seconded andpassed unanimously.
4. HCM Council Chair’s Report:
   1. Roberta Anthes thanked all members for coming to this emergency meeting.Julia Dorman stated that it is likely that most of the commissions listed in theBoard of Supervisors (BOS) resolution of 2022 will be sunsetted. The sunsetdate is August 15, 2026. The BOS has ordered the creation of a handbookfor staff liaisons to BOS commissions. The intent is to standardize thestructure, focus and proceedings of BOS Commissions. The handbook islikely to be submitted to the BOS for acceptance and approval in lateSeptember or early October. It is possible that the Health Council of Marinwill be reinstated in a new form. In the meantime, the Access to CareOverview and Executive summary prepared by Roberta Anthes andapproved by the HCM will be submitted to the BOS in the hope that thesedocuments will give the HCM a better chance of being reinstated. RobertaAnthes stated that she wanted the members to review the Overview andExecutive Summary and vote the approval of same so that these documentscan be submitted to the BOS before August 17, 2026.
5. Review and VOTE on Suggestions to BOS and Access to Care Overview report
   1. The video submitted by Bobby Moske was played. It is a brief testimonyby one person about the effects of losing insurance.
   2. Suggestions from the HCM to the BOS on measures to support access to care. Roberta Anthes stated that she reviewed the latest version of the HCM recommendations with Dr. Lisa Santora. Dr. Santora plans to present some of the recommendations to the BOS herself. Her presentation to the BOS will likely be in early September or early October. The HCM will also
      send their recommendations and reports to the BOS separately.
   3. Roberta Anthes and Jennifer Rienks reviewed the Access to Care Overview to correct a typo, two dates and to add a clarification
   4. Julia Dorman explained the options. The HCM could be reinstated with a more specific focus or dissolved permanently.
   5. VOTE: Roberta Anthes moved that the HCM approve and submit the Overview with corrections, the Executive Summary and the testimonial to the BOS. The motion passed unanimously.
6. Public Comment Time: None.
7. Adjournment: The meeting was adjourned at 6:27 p m. The next meeting will be on Tuesday, September 22, 2026, at the Kerner Campus, at 3240 Kerner Blvd., San Rafael, CA 94901, beginning at 6:00 pm.
