  5. HCM Council Chair’s Report:
    1. Roberta Anthes reported that she, Bobby Moske and Dr. Jeremiah Mock went to the BOS meeting in June and made a presentation recommending the restriction of the sale of nicotine and tobacco products in Marin County. The presentation went very well. The BOS was very receptive to their recommendations. Roberta Anthes reported that she received a letter from Supervisor Brian Colbert complimenting their presentation. Dr. Jeremiah Mock received an appreciative letter from Supervisor Mary Sackett.
    2. Roberta Anthes also reported to the BOS about HCM’s report on access to care and the effect of HR 1 which is currently in development. She reported to HCM members that the HCM is now about finished with their goals.
    3. Lastly, the HCM is one of many commissions that are being reviewed to be sunsetted by the BOS. Julia Dorman reported that the BOS passed the sunsetting resolution in 2022. That resolution lists the commissions due to be sunsetted and that list includes the HCM. The sunset review began in May 2026. The BOS will decide which commissions will continue and which will be disbanded at the completion of this review. If a commission is continued, then its organization and procedures will be standardized. At present, the expiration date for the HCM is August 15, 2026, and no decision has yet been made by the BOS as to whether or not it will continue. Loretta Rogers reported that a handbook for staff liaisons to BOS advisory commissions is currently in development. There was general discussion. Roberta Anthes suggested that the report with recommendations to the BOS be sent to the BOS soonest so that this HCM effort can be taken into consideration as the BOS makes its sunsetting decisions.
  6. Health & Human Services (HHS) Updates: None.
  7. Continued discussion of HCM Biennial Goals 2026-27
    1. Suggestions from the HCM to the BOS on measures to support access to care. Roberta Anthes reviewed the nine HCM suggestions for the BOS. Roberta Anthes will include members’ comments in the final version of this document. It was determined that No. 1 needs more information about case managers helping clients. Julia Dorman will request the information, but if the information is not received in time, the HCM will make the best recommendation possible and submit same to the BOS.. No. 2 needs to be clarified. Where will the money go? No. 3 This is covered under No. 2 and so was eliminated. No. 4 was tabled pending further information. No. 5 should be clarified but should recommend continued funding. No. 6 is clear enough and recommends funding the train-the-trainer program. No. 7 Roberta Anthes recommended that this one be dropped. It seems to be already handled at the state level. There was general discussion of information exchange. Bobby Moske said that a website is needed that will allow all agencies to see what other agencies are doing. No. 8 was tabled as Canal Alliance is a non-profit, and the BOS has no jurisdiction over it. More information is needed. No. 9 was also tabled. Instead, it was determined that the HCM should recommend that the BOS advocate for MarinHealth having a primary care residency program. Lisa Santora, Cicily Emerson and Julia Dorman will review these recommendations before they are sent to the BOS.
    2. Jennifer Rienks reviewed the Overview and suggested changes and corrections. Roberta Anthes accepted these changes. Jennifer Rienks also reported that MarinHealth has created a new position, Director of Access. Jennifer Rienks will consult her notes and provide Roberta Anthes with more information about what this director is doing. Roberta Anthes will await feedback.
  8. Membership Review – VOTE: Bobby Moske moved to approve both applicants to be interviewed. Jennifer Rienks seconded the motion. The motion was passed unanimously. Roberta Anthes will call both applicants and make them aware of the current situation with regard to the sunsetting of Board commissions by the BOS. As both applicants are consumers, Roberta Anthes suggested recruitment of a provider.
  9. HCM Council Members – update(s) Jennifer Rienks reported that the Health Care District Board, Division 1 director, Samantha Ramirez, has resigned her position. There is now an open seat on the Board, and Jennifer Rienks asked that HCM members recruit for a replacement. They are looking for a reasonable, collaborative person. Bobby Moske and Jennifer Rienks complimented Roberta Anthes on all her efforts and her leadership of the HCM.
  10. Public Comment Time: This is time for public expression, for items not on the agenda. Speaker time is limited to three minutes. Presentation of matters not on the HCM agenda may not be considered part of the administrative record. While members of the public are welcome to address the Council, under the Brown Act, Board members may not deliberate or take action on items not on the agenda. - Connie Baker reported two victories at the state level.
  11. Adjournment: The meeting was adjourned at 7:54 pm. The next meeting will be on Tuesday, September 22, 2026, at the Kerner Campus, at 3240 Kerner Blvd., San Rafael, CA 94901, beginning at 6:00 pm.
