Contract with Health and Human Services

Follow these steps to find contracting opportunities, register as a vendor, get insured, and sign your contract before work begins.

Before you start

Find Contracting Opportunities: 

  1. Visit and search for Marin County Contracting Opportunities
  2. Visit the Marin County BidExpress webpage for Vendor ‘How To’ documents, Q&A, and more
  3. Create a free BidExpress account to subscribe to notifications 

Create or update your vendor account. 

Register as a Vendor or Update my Vendor Information

  • Please gather all required documents in electronic format.
  • IRS Form W9 or IRS Form W8 BEN/ IRS Form W8 BEN-E for Foreign Entities.
  • Voided Check or Bank Letter verifying the routing and account numbers for your EFT Direct Deposit.
  • California FTB Form 587 (2026) or FTB Form 590 (2026) for Entities based outside of CA.  Visit the FTB website for more information.
  • Allow up to 10 business days for processing.
  • Follow the links above and check that all information is complete to avoid delays.

Check your coverage

Speed up the contract process by working with your contract manager and insurance broker to get coverage with $1,000,000.00 or higher per occurrence.

  • General liability insurance
  • Professional liability insurance
  • Workers’ compensation insurance
  • Commercial auto insurance
  • Cyber liability insurance
  • Errors and Omissions
  • Malpractice insurance
  • Sexual Abuse and Molestation insurance
  • other coverage as indicated
    • Not sure these apply? Work with your contract manager to learn if a waiver is appropriate. 

Submit the proof of insurance

  1. Request a valid Certificate of Insurance (COI) from your insurance broker.
  2. Include the Additional Insured Endorsement (AIE) (Required)
    1. Note: AIE must appear on a separate page and list: ‘County of Marin, 3501 Civic Center Drive, San Rafael, CA 94903’ as additionally insured.
    2. Note: 'Certificate Holder' is not the same as a 'Additionally Insured Endorsement'
  3. Confirm all coverage dates are active.
  4. Send documents to the County contact listed in your contract.
  5. Work with your contract manager to address questions.

What to expect?

  • After documents are submitted
    • final review of scope, budget, insurance, exhibits, terms and conditions.
  • County verifies vendor registration, insurance, and debarment.
    • Technology agreements reviewed for Digital Accessibility, Cyber Security, AI, and architecture.
    • Public Works projects are subject to Labor Compliance
  • You may be asked to correct missing or expired items.
  • Once all steps are complete, the contract can be finalized.
    • Vendor signs the contract when ready.
    • County signs the contract when ready.
      • Note: Signing may take 15-20 business days depending on signing authority, contract complexity, and internal reviews.
