Get Cash Assistance as an Immigrant (CAPI)

Need to know

This program is for non-citizens who would otherwise qualify for SSI/SSP but are ineligible based only on their immigration status. To be eligible for CAPI applicants must:

  1. Be ineligible for SSI/SSP solely due to immigration status,
  2. Be 65 years old or older, blind, or disabled,
  3. Live in California,
  4. Meet income and resource limits, and
  5. Meet the immigration status criteria.

Before you start

Common CAPI eligibility items needing verification are:

  • Age
  • Passport
  • Identification
  • Immigration status
  • Sponsorship status
  • Income and Resources
  • Shelter/living expenses
  • SSI/SSP eligibility
  • Disability status
  • Residency
  • Social Security Card

What to do

Complete the CAPI application (SOC 814). It can be picked up at:

120 North Redwood Drive, San Rafael- 8am-12pm, 1pm-4:30pm

3240 Kerner Boulevard, San Rafael- 8am-12pm, 1pm-4pm

1 6th Street, Point Reyes- 9am-12pm, 1pm-4:30pm

Complete the CAPI application (SOC 814) and either mail to:

Health and Human Services, General Relief Program, 120 North Redwood Drive, San Rafael, CA 94903, or fax to 415-473-3333.

Or it can be dropped off at:

What's next content

After submitting CAPI application, you will be contacted by a county worker who will review next steps. An interview will also be scheduled to review your application and determine eligibility.
