Need to know
This program is for non-citizens who would otherwise qualify for SSI/SSP but are ineligible based only on their immigration status. To be eligible for CAPI applicants must:
- Be ineligible for SSI/SSP solely due to immigration status,
- Be 65 years old or older, blind, or disabled,
- Live in California,
- Meet income and resource limits, and
- Meet the immigration status criteria.
Before you start
Common CAPI eligibility items needing verification are:
- Age
- Passport
- Identification
- Immigration status
- Sponsorship status
- Income and Resources
- Shelter/living expenses
- SSI/SSP eligibility
- Disability status
- Residency
- Social Security Card
What to do
Complete the CAPI application (SOC 814). It can be picked up at:
120 North Redwood Drive, San Rafael- 8am-12pm, 1pm-4:30pm
3240 Kerner Boulevard, San Rafael- 8am-12pm, 1pm-4pm
1 6th Street, Point Reyes- 9am-12pm, 1pm-4:30pm

Complete the CAPI application (SOC 814) and either mail to:
Health and Human Services, General Relief Program, 120 North Redwood Drive, San Rafael, CA 94903, or fax to 415-473-3333.
Or it can be dropped off at:
